For-profit manufacturing and industrial firms, research and development facilities, agricultural businesses, warehouse and terminal facilities, office buildings uses as regional or national headquarters, and computer and clerical centers.
Land and building acquisition, construction, and/or expansion of existing buildings.
Up to $1,250,000 ($1,750,000 in certain cases).  The maximum participation is dependant upon the county where the project is located.  Participation ranges from 30% to 50%.
The rate is based on the Prime Interest Rate and the unemployment rate of the county where the project is located; rates range between 4% and 5% fixed for the life of the loan.  High Tech companies or projects located in a KOZ would qualify for the 4% rate.  See the table below for specific rates.
15 years.
Equity requirements differ depending on the county where the project is located.  Equity requirements range from 10% to 20%.
One job to be created or in some cases retained for every $35,000 of PIDA funds in the project within three years of disbursement.
PIDA charges a 1% commitment fee on the loan amount.  The Industrial Development Corporation in the county where the project is located charges an application fee.  These fees vary by county and organization.

  • Enterprise Zones

  • Keystone Opportunity Zones

  • Keystone Opportunity Expansion Zones

  • Brownfield Sites

  • Federal Empowerment Zones

  • Federal Enterprise Communities

  • Financially Distressed Municipalities under Act 47

Advanced tech projects also qualify for the 4% rate
